This paper is divided in five chapters: “Development of Argentina criminal law”, “The prison system; advocates and other actors”, “Analysis of the prison population”, “Deepening, explanations and stories”, and “Some conclusions and proposals”. The report adds to criticism and to the public construction of a drug policy that tends to decrease the social suffering and emphasises the principles of equity and social inclusion.
